Supply Chain Specialist

Main Purpose: Accountable for the timely procurement of the quantity and the specified quality of materials, supplies and contract services required to maintain the Company’s operations at optimum cost. The SC Specialist is accountable for upholding the Company’s Core Values in the execution of his/her work and upholding the company’s procurement policy and procedures at all times. The SC Specialist is also responsible for managing the current and future Supply Value Chain to seek the best commercial interests of the Company. The SC Specialist may be assigned the responsibility for meeting one or more of the Department KPI’s and Annual Goals.
 

Duties

- Prepares RFQ’s, RFP’s and other appropriate Inquiry Documents.
- Reviews and Executes Commercial Terms and Conditions of Contract.
- Reviews Commercial Risk.

Negotiates with external parties as primary Company Representatives – Suppliers, Contractors, Gov’t Agencies.

Assists in managing all aspects of the Supply Chain (Purchasing, Salvage/Recovery, Contracts, Logistics, Expediting, Customs, Inventory Management and Control, Planning, Supplier Management, Warehousing and Distribution). The SC Specialist may be assigned the responsibility for executing one or more aspects of the Supply Chain Portfolio, E.g. with executing Purchase Orders, Contracts or in Inventory Control and   Maintenance of the Inventory Integrity.
- Coordinates the tendering process and executes and administers contracts (including Purchase Orders).
- Liaises with Internal Customers, advising on Commercial and Supply Chain issues.

Performs Economic, Commercial and Technical Analyses. Makes recommendations and drafts appropriate reports.

Receives section performance reports and analyses and prepares departmental monthly performance reports.
- Evaluates long-term life cycle cost and makes recommendations.
- Identifies non-compliance with company policy and recommends corrective action.
- Identifies Supply Chain weaknesses (internal and external) and recommends corrective action.
- Identifies trends in the Supply Chain process and recommends appropriate actions.
- Develops and executes Quality Control, Quality Assurance, Inventory Control and Project Management programs for areas delegated by the Procurement Manager.
- Provides leadership for Junior Buyers and Specialists.
- Identifies leads and executes Supply Chain Projects to realize Economic, Reliability or Sustainability improvements.

Requirements:

Education:

Essential: 

-
A first degree in Business, Economics, Law or Engineering (or related discipline) with one year of experience for Level 1 and 3-4 years experience for level II.
- Post graduate certificates, diplomas or degrees are encouraged.

Level 1 – One (1) Year
-
Level 2 - Three – Four (3-4) Years


Work Experience:
- Experience in at least 2  areas of the Supply Chain (preferably in the petrochemical or a Downstream Energy related environment) : (At a minimum SCS Level 1 – experience in 2 areas / Level 2 – experience in 4 areas)
- Purchasing, Expediting, Contract Administration, Logistics,        Customs, Inventory management,
Warehousing and Distribution,        Experience, Training, Education or Knowledge in one or more of the following can be substituted:
- Operations
- Finance and Accounting
- Engineering and Planning
- Maintenance
